Y'all seriously be tripping me out with this, man. Kung Lao has hardly had any substantial development since his inception in 1993, and y'all don't make a fuss about that. Scorpion didn't make a single major change in development until MKX, but he's a fan favorite. Get real.
Jacqui isn't nearly that bad. Y'all are trippin'.
There is nothing about her that stands out or is impressive.
Same with MK11 Cassie. Just a bland bratty uninspired version of her mother. They both are boring.

Earthrealm characters -- especially good guys -- are always facing an uphill battle with these things. Nearly all of the most fervently requested characters are inhuman, and the ones who look human at least get to dress like Outworlders. If my time on this forum has taught me anything, it's that when most people talk about an "interesting character design," what they actually mean is "looks like a monster" or "dresses like an Outworlder."
Some folks just openly admit that they're biased against Earthrealmers in Mortal Kombat. I suspect that Jacqui and Cassie would catch a lot less flak for having a similar costume design and coming from the same background if they weren't visibly human -- like Sektor and Cyrax.
Maybe they need to give Jacqui some badass tattoos. It's not much, but what else are you going to do to make a boring dumb human stand out? Put a hat on it?

If you can argue against my statement that numerous people have outright said something along the lines of "humans are boring," I'll take your point.
Skarlet got into the roster thanks to popular demand -- based on an uninspired costume design, no personality aside from being a little porn-y, and a backstory that's basically just "blood Ermac with less supporting history." I don't see how she had much going for her besides being a weird Outworld thing with blood powers -- but that was enough. Plenty of characters get by with just having one single standout gimmick, but apparently having gun hands isn't enough of a gimmick to make Jacqui interesting for a lot of people. I'm having a tough time figuring out why that is unless I take into account all the people who just think Special Forces or humans in general are just innately boring.
I'm not even saying this as a Jacqui fan myself. I think her designs have been fine; not spectacular, but appropriate. Her gimmick is fine, though as I've said elsewhere, I'd feel better if they fed all the drones and gadgety things her way instead of giving them to Sonya and now Cassie. (P lease don't homogenize those two, NRS!) Still, Jacqui's moves are just as interesting as some other more popular characters' moves. She just feels a little hollow personality-wise, the same way Jade did for me until now. Her only role so far has been to fill in the blank as "Cassie's friend" and she didn't have much else to contribute -- again, reminiscent of Jade, being second to Kitana. The visual design isn't the place to fix that, and I have no problem dismissing a claim that her design is low-effort when she actually looks pretty cool for a human. The visual design IS a vital part in a character. This is a VIDEO game, not a radio program- the VISUALS always come first. That's why it is important to make sure the design is always ON POINT and EYE CATCHING. The issue isn't the fact that people dislike Special Forces characters, the problem is that we have such a high number of them and they all begin to blend into each other.
Cassie in MKX was a fun and quirky mixture of her mother AND father which gave her a unique personality and someone who I could see totally leading a new generation of games- pair that with her excellent design and she was off to a great start...until MK11- she's literally NOTHING but Sonya with 'tude, they even tossed her Sonya's drones. It would be one thing if Sonya wasn't in the game, just as Jade wasn't in MKX so they gave her staff to Kitana to appease her fans, but Sonya's right here with Cassie and they feel the need to just mash them both together?
Then you throw Jax into the MK11 ring and he already originated the whole "cool arms as weapons" gimmick and now you have Jacqui. Yes, guns for hands is cool, but when she's already competing with Jax, Sonya, AND Cassie to stand out for not one but TWO games in a row- it's simply not enough.
Kung-Jin and Takeda are special forces but they STAND OUT, they have unique designs and their gameplay is not like any other character- and Takeda also has GREAT story potential for future games as a whole due to Scorpion and Kenshi being his "parents". Yes, there may be people out there who still complains about Takeda and Kung-Jin, but there will always be people who complain- but there's no debate that most people have more of an issue with Cassie and Jacqui because of the above reasons- ESPECIALLY Jacqui. Cassie seems to get more of a pass.
VISUAL DESIGN is the most vital attribute a video game character has. I actually think MK11 Jacqui looks more interesting than MK11 Cassie. but they both needs improvement in this department.

I have to adjust the direction of my ire, then. It's not Boon's fault the fans want mediocrity. I have to blame the fans that think a character deserves a spot on the roster based on nothing more than a new face, hair style and skin tone. Sad. For me, I base characters on their backstory, their gameplay, and their costume design. That's it. In MKX, Jacqui was 0 of 3, though Shotgun was sort of decent in short spurts. Currently, she is 0 for 2 in MK 11, but let's hope her gameplay is drastically improved to justify taking a roster spot from numerous other MK characters.

-- Dude, I gotta stop you right there. I never said visual design was not important. Whether or not the costume designs are "good" is entirely up to one's individual taste and I made no statement either way about that.
When OP said that there was no effort in the costume design, that's what I was speaking against. "Doesn't take any squinting to see the effort" was my very first sentence. Whatever you want to say about the outcome of the art direction, you cannot back up a claim that they didn't put the work in. Fans wanted a more interesting Jacqui design, and as far as it stays true to her character as a partner to Cassie -- here it is. She has tons more visual interest than in the last game.
But the effort is invisible to some people, and I believe -- not unreasonably -- that it has more to do with who she is than what she looks like. If they took this exact same design and told everyone that this character was an elite member of the Seidan Guard, using futuristic techno-weapons to enforce order on the realms... I think there would be far fewer complaints. I bet people would be curious what she can do with those gauntlets, and wonder what the hell that blue glow is for. But if she's just Special Forces? Yawn.
I mained Jacqui in MKX so I'm excited she's back. I hope she is less cucked by her t-rex reach this time, especially regarding her crouch jab, if she has a sensible reach on crouch jab and at least one punish string I will be happy.
