It doesnt matter who is using the character,tiers are determined by match ups,move properties,etc,not who is using them.

Just to clarify, Sonya didn't win EVO 2013, i'm pretty sure DJT did with Cyrax.

During the first 2 months after the game launched she was actually Top 5 or 3 in both the PS3 and Xbox. I don't remember which one.

Probably because Kabal's pretty difficult to play as. For sure one of the hardest characters to get good with in MK9. IMO you're not gonna get any wins if you just casually play him, which would deter most online players from using him.

I feel like that's not the case. I mean, she's not got as popular of a legacy with her parents (Sonya + Johnny >>>> Jax), and admittedly Jacqui has got the cards stacked against her. Human, hit or miss gameplay idea (robotic arms isn't very exciting), black + female, only shown in a generic outfit that doesn't inspire people to like her design, and a descendant. Though Kung Jin doesn't get hate for some reason. Neither does Takeda. I can't help but feel like the Jacqui hate is completely unfair overall.

MK wasn't in the official line-up of games at EVO 2014. It was a side tournament. Doesn't count.

It depends if her personality is exactly like her fathers and if she has the same goal.

Well, Kung Jin's costume isn't Special Forcesand he's primarly using a bow, something not seen in MK yet. Takeda's costumes has flair like his bandana and pants with yellow lines and he's using whips, something that is also new.
Jacqui doesn't have much robotic arms. She has wrist mounted flamethrowers/project weapons, not unlike Sektor. They don't look to be of any use for physical fights, which is the opposite of Jax. And since she's a kickboxer, there's a good chance she's going to use her feet more, which is very different from Jax. It's a good combo, and also one that hasn't been seen before.

To me, Jacqui is probably the least interesting because I haven't seen anything about her I'm curious about. Her gauntlets (not mechanical arms) don't really stand out to me and kickboxing has residual attachments with Kobra. I'm sure once more stuff about her comes out I'll be much more curious, however right now she's a meh. I thought the same about Cassie until her intros and moves were shown.

I think Jacqui has a ton of potential besides my disdain over the newbies core concepts being so similar to that of their parents. She's a kickboxer, which if actually utilized will make her stand out and if she has issues with her dad instead of just being Daddy's Little Princess, that would help matters extremely.

The blame lies solely on Netherrealm Studios on this one, just like a few other characters. They clearly prioritized some characters (Cassie, Kotal, etc.) over others. Happened with MK9, happened in Injustice.
And it's a really annoying pattern. Why implement the character in the game if you aren't going to do much effort in them?

Not at all. Jax had leather gloves with metal parts as well as metallic braces on his elbows. Doesn't look lik a forearm flamethrower at all.
