Sure, Skarlet has no lines of dialogue at all in MK9, and despite her powers and her (IMO) badass story and movesets, very few fans took to her the way they seemingly have with Erron Black. Weird.
Personally, I think a character who is only released as a "last resort" by one of the most powerful and imposing characters within the series, has a lot more going for her than a cowboy with a ninja mask serving Kotal Khan. Makes me wonder if her design was a little more intricate and creative would the fans have taken to her as easily.
I mean, she's literally powered by the blood of her enemies. Putting her design aside, she's a master assassin with plenty of lore and character to work with, not to mention she had brilliant gameplay. I wont derail the topic by focusing on Skarlet, but I'd love to see her go down a road similar to Decapre from Street Fighter. Unhinged, delirious, and unstable.
For the moment, Erron's not standing out to me. Even his name seems sort of...awkward.

The thing about Skarlet is that she's just "yet another scantily clad female assassin working for Shao Kahn," which is itself a subcategory of "yet another assassin working for Shao Kahn." She is basically the female Ermac: both created by Kahn, he's made of souls and she's made of blood, both are top-level enforcers with no apparent will or ambition of their own. Yes, living off the blood of her enemies is badass, and it was nice to see an assassin working for Kahn who is truly, wholeheartedly devoted to his service. But... that's pretty much all she had. She's fun to play, but there wasn't much effort put forward to making her a full character. Strictly fanservice. I'd love to see them do more with her, but the team sounds as indifferent about her now as they seemed when they released her.
Erron Black immediately stands out for having a unique and visually striking design, which is already more than Skarlet got. And he's a top enforcer of the new biggest thing going on in Outworld, which negates Skarlet's lead on that front, too. Erron Black is still a bit of a mystery, but that means he is still full of potential; meanwhile, we pretty much know everything there is to know about Skarlet and it's kind of underwhelming. "Erron Black" sounds like an Earthrealm name and he's armed with dual handguns -- there has to be some story behind why he's wandering Outworld beside the new Emperor, and it's bound to be more interesting than Skarlet's one-sentence blurb of a story outline.
So yeah... I don't find it too hard to understand how a strong-but-silent Outworld outlaw would get a warmer reception than the second least inspired "ninja" character after Chameleon, even if Erron hasn't (yet) done anything of particular note.
