What Midway could do is let another Studio do the work, but Boon overviews the whole project. They wouldn't be letting go of their rights.
I think this is what Capcom is actually doing. They are letting Dimps, mostly known for their DBZ Budokai games, do all the programing work, animation, balancing, etc. But Capcom has ultimately the say what is going to end up in the game.
And that's honestly what I would prefer Midway does. Let another party do all the programing, but Boon the creative control. So if he says no anime stuff, there won't be any.
