There just chains. He could have found them anywhere.
In the back of a truck... on the street... at a store...

maybe whoever resurrected him gave him chains to slaughter people with
Maybee they are storyline explainable ?
Whoever reanimated his body could have chaind him up in order to stop him attacking them whilst they worked their magic ?
These chains were broken by his intence streingth brought on from being Champion of Mortal Kombat ofcourse
, and thus Liu has chains.
Or it could be that sometimes Zombies are thought of to have chains on them from their torture in hell, or netherealm if you will, this could be merely the imagination of a Midway member.

Well, he joined Ares and together he destoryed all the enemies of the Spartan army, and he was bound to the chains so that he could.... oh actuly thats God of War, nevermind.
good question. Maybe since he was supposed to be a ghost in Konquest mode, they decided to give him chains. Don't they say that ghosts rattle chains? not sure.
Whoever said 'Dead pool', that was good thinking. They do look like that, don't they?
It certainly gives him a more menacing, creepy effect. That opening cinema, the part where he's coming out of the shadows was some scary shit, like right out of a horror movie. i loved it. Hopefully, that voice will be his voice in the game.
Anyway, he needed more visual appeal, and making him a zombie with chains was the best thing they've done for liu Kang since MK2. too bad the great one had to die though, just like the true 'Great One' (bruce lee).

Perhaps they thought it just looks cool.
I'm going to quote the Trivia and Questions section of my upcoming Video Gamer's Dojo website on this one:
"-It must be noted that on the wrists of Liu Kang's zombie, there hangs chains with hooks on them. These chains are not used in any of his attacks, and appear to be there just for show. But what exactly are they there for... were they originally to keep Kang's corpse restrained in his tomb? Did the monks who buried him have foreknowledge of his reanimation?"

What pissed me off is that there they are, yet they can't even incorporate them as his weapons.
They just seem to have been added there for a cool factor, unless the person that ressurected him endowed him with them in order to help him do his/her evil deeds. (do we even know who brought him back?)
They look cool, zombie Kang is cool, lets hope they clear things up for us.
And as classic as the Kang turkey gobble is
Spoilers: (Highlight to reveal)
Even in the opening vid he used them accordingly!

Guys its a commonly known fact that when you die and are forced to live on in torment instead of resting in peace you are given chains so you can walk around and make eirie noises and freak out living people. Do u think Shang Tsung would have been that scared to see Kang if he was just a rotting Flesh. NOOOO but rotting flesh with chains THATS F***ING SCARY hahhahaha!
