Wow, that's a really tough one. Traditionally I don't think you really think of Steel as being in that tier of character, but at the same time, that probably undercuts his potential and his attributes looking at it purely as a statistical fight.
I think you probably have to give it to the bells and whistles hardware of War Machine, but it's not a given.
In a way it almost feels like a mis-match, even though it's the two African-American guys with silver/grey armor.

Steel's armor isnt understructable. I've seen it get destroyed before...particularly in the Return of Superman graphic novel.

If you boil it all down to a fight to the death, it's undoubtedly going to be Hammerhead. This is definitely a mismatch.
Not only does Hammerhead have the whole super-headbutt thing working for him (versus disfiguration and mental disorder...), but he's also part of a much larger criminal machine. While Two-Face has been known to work with cronies or thugs, he's generally far less likely to be affiliated with anyone.
Some Hammerhead has him one-on-one, and in a crime war, assuming you don't start throwing Batman into the mix, or something.
A closer pairing might be something like Two-Face/Jigsaw.

Etrigan the Demon:

Well, seing as how Logans skeletal structure, and claws, are made of Adamantium (which is often described as three closely related types of iron) and seing as how the demon is allergic to iron, I say Wolvie wins. He may not be able to kill him, but I think he would win the fight via being being partialy comprised of his enemies very weakness..
