Of COURSE free stuff pleases people. Duh.
That said, pleasing us is still not NRS primary objective with the free compatability packs. Their goal is to get people to keep their games up to date. Doing so ensures their online community stays united, and their game stays fun and viable that much longer. Other games that haven't offered compatability packs split their online communites, to the point where online versus was no longer fun, and the online aspect died out. Thus making less people want to play their game, and hurting their longterm sales.
I say again, these free compatability packs are NOT about pleasing us. They're a free carrot on a stick to tempt us into patching our games, which is what NRS ACTUALLY wants.
The fact that we enjoy carrots is just an added bonus. For us and for them.

Well now I guess that's no surprise I just hope they do UMK3 male ninja palette swaps since Kitana,Jade,and Mileena are officially getting their last retros. I'm glad I bought the season pass and I'll take any free DLC anytime and anyday

But see, that's exactly my point. In all three packs there was one character you use, and one character you almost never use. And you were enticed into downloading them simply because you use one of the two characters.
Now lets say, just for the sake of arguement, one pack had been Sektor and Noob, two characters you say you rarely use. Would your interest in that pack not be significantly less than a pack with a character you DO use? (Of course, you might hypothetically download it anyway... but then again, you might be a person who wouldn't. Don't have the hard drive space maybe? I dunno. Some people are like that.)
Now let's say you didn't buy Skarlet, and you HATE Mileena. *Shrug* Do you bother downloading the pack?
Releasing a compatability pack with two characters EVERYONE has, as opposed to a pack with 1 character everyone has, and 1 character a large chunk of people don't have, increases the likelihood that more players will be interested in downloading at least one of those two characters.
With Skarlet, as I said, they're guaranteeing that every person who didn't buy her will be at least 50% less likely to have an interest in downloading the update. And I don't see them or any other company taking that risk unnecessarily. Ever.
