What characters do you think that the Mortal Kombat team seriously considered throughout the series was the worse? I wouldn't consider such characters as obvious as Mokap, Meat, and Chameleon are joke characters. And for years Johnny Cage not having much plot having the extreme saying "Death to Johnny Cage!" Nor Sheeva or Stryker introduced in MK3 that people say they should not return and many introduced in games after MK4 are leery.

Popular or not I don't think many would consider Sheeva a joke character. But I'm biased.
Which characters do I think the MK team think were the worst?
My guess is Hsu Hao. He is pretty much the only one they have confirmed as "not in MK9".

Hmmm... I'd say Kobra. He's just a cocky martial artist gone evil. He really won't do ne thing special for MK imo.

His name is Rain, and he wears purple. Purple Rain. Get it!?!

Hm...
I would have to say:
Jarek - I always had a suspicion of him for being Mike Boon, Ed's brother created in the game. As a matter of fact, I think with MK4, they got a little excited with the prospect of so much creative freedom, and looked to the team itself for characters to put in the game. (picked straws?) Other than that I think they knew Jarek was not a good character. They just had fun with it.
Reiko - Same thing as with Jarek except, idk who's face this is.
Fujin - (picked straws?) One of the Gods has to survive, why not go into MKSZ: Mythologies? I think they thought he wouldn't take, but they took a chance on him anyway, and it took a while for him to appeal to fans.
Bo Rai Cho - I think they knew he was supposed to be temporary.
Jax - I think they always knew he was "super-generic", and so they never intended on making him a really serious character. So, they just kept giving him whatever the times told them was "cool". I'm sure they thought him through, but I think they thought him in-to the wrong conclusions. I think they weren't sure with Jax...never really have been sure what to do with him.
Hsu Hao - Pretty much the same as Jax.
Korbra - An answer for Ken? idk...But I think they figured "throw him out there, and see what happens..."
Taven - I'm kinda sure they new he was a bad move, but just needed something. Also, he looks like Ed, Mike....but came out looking like Ben Affleck. Or visa versa. If it's the ladder, which is also what it seems like, they chose to go with famous faces for MKDA-A for character creation.
Shinnok - MK4 comments...but with him, I think they intended much more.
Tanya - Ed's sister made into a black ninja chick? I think they knew they didn't really take care of her.
Kira - Looks like Keira Knightley, which really makes alot of sense actually, considering she was in the MK t.v. show. But the character itself lacks enough to understand they probably just threw her in there at the last minute, or because of her design.
Motaro - I think he was a really cool character to them at first, but with MKA, became the teams pot-shot at the fans. Rightfully so too I think. There was so much bitching about him pre-MK that I can see them saying stfu to fans on this one...lol
Drahmin - I think they knew he wasn't a good choice, but tried him anyway.
Moloch - Drahmin needs a bodygaurd...right?
Blaze - He was made cool for MKA...he was a fan originated rumor...nothing else would make me care about him if I was the creator.
---
That's pretty much what I think of the MKA roster...aside from the obvious ones anyway.

Noob Saibot and Smoke
Reason:
Noob Saibot: Noob a insult for newbies and his troll hammer. And backwards of the series creator Boon Tobias.
Smoke: Clone of Scorpion, and Where there is Smoke there is fire(Scorpion).
