He is supposed to be a leader of one of the meanest underground crime syndicates the world has ever seen....though he is portrayed as subservient, weak, and sniveling to all of the "heavy hitter" outworld counter parts.
I think they underplayed him being ruthless and he became just another lowly bad guy thug, as opposed to a heavy hitter himself.

Actually, the earth realm isn't supposed to have 'chief' villains, if you get my point. The primary badasses are mainly from the realms opposed to our native: Netherealm (the Onis, Shinnok, Quan Chi..), Outworld (Shao Kahn, Reiko, the Tarkatan/ Saurian/ Shokan/ Centaurian race)... From Earthrealm are only some minor traitors, such as Kobra, Kira, Jarek,
As for the question: yes, I also think Kano is underplayed for his role and being, if I'm not mistaken, the first and only playable 'evil' character in the first MK. He should have achieve some higher position,e.g. become an eminent Outworld commander if he was to gain more fame and chances for a decent storyline. I think the social status is one of the factors that determine and prolong the character's popularity. Kano is the leader of the criminal organization, but he isn't a part of the Edenia's royal family, nor the one who saved an elder god from hell, nor an Outworld emperor, nor the supervisor of the very MK tournament .... See, those are all the 'wow' qualities which almost no one ignores when playing the character bearing them. That is why Kano should have fought for some greater level of power and worked harder on sabotaging SF, he would have way more fans, IMO.

The only time Kano has ever been portrayed as "sniveling" is the movie.
Let's not forget Deadly Alliance now.
First we find out how his cunning double-crossing of Sheeva in MK3 earns him the rank of General, which basically means he's second in command of all of Outworld. And later, until Shang and Quan assassinate Kahn, he was actually winning a war against both Kitana and Goro.

Kano is an amazing character and is terribly underappreciated. Look at how well defined his attitude is. It has always been “Do what’s best for Kano” just like a Thug! The whole ordeal with him convincing sheva to free him from Kahn’s prison and then tricking her to gain Kahn’s favor was awesome!!! The whole dell with wearing a chunk of Sonya’s hair is also a beautiful touch.
