I've seen very few Sheeva fans. I'm talking about "hardcore" Sheeva fans, not people like you or me who simply "like" her, but people who LOVE her. lol. I'm sure there are some out there, but I personally think she has the least fans of everyone from those games. Not that it matters.

Even if people who weren't his fan just asked for his inclusion on the main Roster, that'd be cool. The more people we can get to say "Yeah we'd like Rain playable from the Get-Go" the higher the fan demand is for it, and the happier the Rain fans will be.
Regardless whether you personally love him or hate him, he's still a classic character from the franchise who deserves to be playable without DLC and it would be nice to have him from the start. If you dont like him, ask for him to be included, support your fellow MK fans and just use him as a Training Dummy if you want to, but as I said the more fans we can get to ask for him the better the chance is of him being in the game.
Perhaps I'm just biased though, I mean I'm from Ireland, we're used to Rain! :P

No one can ever give a good valid reason for Rain to be EXCLUDED. And those who try always end up looking like buffoons.
I remember someone used the "We have too many ninjas already" excuse. Yeah, like one more is really going to make a difference. 'Fuck outta here.

I too can't think of a valid reason not to include him, but some people just dont like him and wont want him in the game which is ludicrous. I don't like Liu Kang personally, or Stryker, but I hardly shit all over the two of them being announced because other fans do like them. It's silly how people do that :/

Scorpion Sub-Zero and Kratos are my training dummies. Why? I hate Sc/Sz, two of my least favorite MK characters. Kratos is an unwanted intruder.
As for Rain, revamp his MKA primary and give him his UMK3/MKT/MKA movesets. Super roundhouse included.
Remake that Lightning fatality and give him a creative second one.
His alt costume and story are kinda tricky. I hope they're creative and don't go overboard.

Why, of course!
Lightning Strike- His only surviving move, and yet Nightwolf still steals his thunder(bolt)! This would be just as it was in MKT. Super version calls a larger bolt which hits them anywhere on the screen if they don't block.
Tempest Kick- The reincarnation of super roundhouse, identical except some extra FX. Super version also does an electric shock and can hit through a block.
Waterspout- Functionally identical to Mind Control Orb from MKT, but involves a thrown ball of water which erupts into a vortex of water upon contact, and can be controlled with the D-pad. Super version flies faster and controls them twice as long.
Stormchaser- His Liu Kang kick from MK:A. "Windy Feet" just sounds really dumb, IMO!
Evaporate- His MK:A teleport. Super version- he reappears with a Lightning Strike, appearing under the opponent, and bouncing them up if they don't block.
Squall Counter- He reaches toward his opponent. If this intercepts an attack, he grabs them and then blasts them with a giant jet of water from his fist. Super version knocks them all the way back, then damages them again when they hit the back wall.
X-ray: Typhoon Trauma- Rain grabs his opponent like in Squall Counter, but if he connects, he holds them in place while he summons a Lightning Strike. He bounces them up, then connects with a Tempest Kick, shattering his foe's chest and ribs and knocking them off the screen. As they fly in from the behind him, Rain turns and does a potent uppercut, knocking them up and off the screen. In an homage to his other MKT fatality, they fall back upside down, and break their neck and back on the ground.
Finishers:
Watery Grave- you had a really awesome idea, Noob: Rain surrounds his foe with a big bubble of water, then closes his fist and causes them to explode from the water pressure, turning the entire bubble red. He then releases the bubble, which splashes down and reveals their mutilated corpse.
Dessicate and Obliterate- Rain draws every drop of water from his opponent's body, leaving them a dried husk. Before the husk can fall over, Rain releases the gathered water back at his foe in an explosive blast, disintegrating the dried remains.
Hurricane Kick (heh heh)- Rain Tempest Kicks his foe so hard their torso separates from their legs. He catches the torso as it flies in from behind him, then lifts it up and summons bolts until the torso is nothing but charred remains.
"Klassic" Fatality- his original death-by-lightning fatality, updated so he blasts a couple of limbs off before destroying them utterly.
Hara Kiri: Storm Safety- (another nod to one of your ideas, Noob)
Rain sprays his legs and feet with water from his hands until a puddle forms at his feet. He then takes out a sword/dagger, and hoists it high in the air. Lightning strikes, and his head explodes.
Friendship: Rain Dance- in return for Nightwolf's theft of his Lightning Strike, Rain dons a cheesy feathered headdress and does a Native American raindance, summoning a downpour followed by a rainbow in the sky.

Water Blast: Rain shoots a high-pressure stream of water at his adversary. The enhanced version of this move summons a quick series of geyser bursts similar to Shang Tsung's Fireball Eruption move from previous games that leave the potential to juggle the enemy with aeriel attacks.
Shocking Bolt: Rain's standard Lightning Pop up strike. The enhanced version of this is a series of fast lightning bolts that strike the enemy 3 times before leaving them open for a juggle.
Tempest Kick: Rain's notorious Roundhouse from UMK3 which delivers a kick of such force it sends the opponent through the screen. The enhanced version of this is capable of breaking a block whilst still dealing it's normal damage if it connects.
Mystic Vapours: Rain teleports through a watery portal, appearing behind his enemy. The enhanced version of this special move functions similarly to Kitana's follow up attack with her Pixie Dust Teleport in MKvsDc, allowing Rain to follow up with a water propelled Somersault kick.

As far as costumes go, I do like his Armageddon clothes,
but I'm a bit iffy about the ponytail. I don't hate it- I just don't love it, either.
I do love the rest of it though. Maybe just cover his hair, and he's good to go.
Wouldn't a prince with a secret ninja identity hide such a distinctive hairstyle?

Well he doesn't have a secret identity. Everyone already knows who Rain is and that he's a traitor. The mask just seems to be for decoration.

He can't be a traitor without first being trusted, and he might try to conceal his treachery at first. If his betrayal is shown, though, it would likely happen very early on.

Not really. Sure, Tanya became a traitor by literally pretending to be a good guy and then turning on them. But Rain is considered a traitor solely by being an Edenian who willingly serves in Kahn's army. It's not like there was ever a game where he was on the good guys' side and switched. His origin story is "I'm from Edenia...but I like working for Kahn."

I'm not disagreeing with you- that's his official Armageddon bio.
His original MKT story had him basically rehashing Kitana's story of working for Kahn because he didn't know the truth, then "changing his ways" once he does.
Not that I want them to go back to that, but I think it would be cool for story purposes if Kitana *thinks* she changed his heart, but in fact did not and is betrayed to Kahn by her former ally/lover. Elaborating on the story of the betrayal would be cool, IMO. It's a drama goldmine that they've barely touched upon.
