From what I can make of each scrambled word, GEMORAB spells out embargo, STIFL spells out lifts and flits and finally WORMOTOR spells out moorwort, rootworm, tomaorrow, and wormroot so I think we can all say it means that " Embargo lifts tomorrow". I am not sure what it means but I guess that we will find out more about the pic on the site tomorrow or something more. I hope this helps.

I don't see it. We can't even tell if its Scorpion or Rain. Let alone Batmans left forearm. I though it was Scorpion at first, but i could imagine it being Rain.

Also if you invert the colours on the image it is clear he is holding something, be it someone's forearm or some type of sword...could even be his spear!
