Kabal = handicapped grandpa compared to the Flash.

The Flash can run faster than the speed of light.

He also possesses the ability to steal speed from others, making them slower.

Even that's too fast. Compared to the Flash, Kabal is standing still.

well Flash's speed force thing only works in the DCU so they would maybe be about the same. not that it matters cause Kabal is gay

This is the Flash running. Unfortunately, there's no way to get a screencap of him because he's so fast.

Ever look up the definition of Dash? And for anyone to dash that fast as to cause another person to spin, would indicate that the guy does in fact have super-speed.

Does this mean that Kabal is on par with the Flash? No. Does it mean he can maintain that speed for long periods of time? Again no, but if he can move fast enough to only appear as a blur, then yes, he des in fact have super-speed.

Unless it's the conceit of in-game mechanics, and there's no logical reason to think the character has anything to do with super speed.

I don't know why people make up stupid questions like this.
Hey I have an idea why don't you just call them both up and ask them to race each other that way you'll get your answer.

I believe this question whether serious or not has been answered as well as it possibly can be.
