I got promoted at my on-campus security job. I'm now a dispatcher effective as of September.

The way I look at it, it can essentially mix into the same thing...BUT
One manages the whole deal(deals with the contracts, brings people together to make the team and such), and one draws out the way the game ends up looking and feeling. One programs the stuff the other one comes up with.
In this instance, Ed Boon was//is the Developer//programmer..Tobias was the Designer//artist. Although, they both were//are programmers...they just had strong points within the position they played for Mortal Kombat, as a brand.
You'll notice, even in old videos and such, that Tobias mainly keeps his mouth shut, and lets Boon do the talking....You can get paid for playing that role, and it is often indicative of being the person who deals with other people(organizing the MkTeam, and talks the most at any meetings, negotiates contracts, vendors[the other company "bosses" that will sell mortal kombat], sponsors...ect)

Since Boon has gotten a couple raises since the first few games, he's now like the "CEO of Mortal Kombat(National//International vendors, and contractual dealings) ...but at the same time, he's a "Sub-Boss" for Midway...the "parent-company" for all the games Midway puts out.
Which really means, that if he's not dealing internationally yet, he's probably in the marketing and distribution meetings and so on right now...and pretty much not programming anymore. He's getting money for the work he did in the 90's now.
Someone has taken the spot that he was in, when Mortal Kombat got popular by now. He's likely even given parts of the franchise(stock=$$), to other people on the Team that were with him since the beginning...
