Wonder Twins.BTWthese guys were portrayed in the cartoon series Justice League Unlimited season one as part of "The Ultimatum".
They looked a lot different though lol.In the show although at first their intentions were good and wanted to be like the JL, they winded up dying later on then tried taking down Cadmus literally until the JL got involved then decided to try to destroy the JL to be known for something.
The JL fought them and convinced them NOT to fight against the JL, they were taken away to die comfortably.One of them went with the JL though.
Later on when the government/Cadmus thought the JL was too much of a threat they decided to use clones of "The Ultimatum" under the power of SuperGirls evil clone.

Detailed explanation of powers/abilities:
Ra's al Ghul:
Ra's al Ghul has lived for several centuries thanks to his use of Lazarus Pits which he has used countless times replenishing his aged, injured, or even dead body. As a side effect to numerous exposures to the pits his strength, speed, stamina, agility, and durability has been enhanced. However even without those enhancements his long life has attributed him vast wealth, knowledge, and power. This has allowed him to learn numerous fighting styles over the years making him rival even Batman in hand-to-hand combat and sword fighting. In addition, he is a brilliant tactician. Ra's possesses a genius level intellect with aptitudes in a wide variety of sciences and medicine, particularly in the field of alchemy. He is always accompanied by a servant known as Ubu, who is also an especially dangerous fighter. It should be noted that rather than being a single individual, Ubu is actually a title held by a line of replaceable servants. Along with Malhar Naik, he has been one of the League of Assassins' leaders.
Because of all this, Ra's is among Batman's most formidable foes. Not only can he physically and mentally challenge "the Detective" (the name by which Ra's always refers to Batman), but he has also deduced Batman's secret identity (in his first appearance, he realized that Batman would need to possess certain equipment, and research revealed that Bruce Wayne alone bought what Batman would need).
Mr Sinister:
Mister Sinister possesses superhuman powers which have been depicted inconsistently and include immortality, durability, shapeshifting and limited psionic ability.
Sinister has control over his body's cellular structure, allowing him to perform limited shapeshifting. He can assume the form of anyone he wishes. At times, he has demonstrated some superhuman strength, which may be a product of his shapeshifting. He has frequently shown a remarkable resistance to injury and excellent regenerative abilities—he has survived having a large hole shot through his head with no apparent ill effects. He is also capable of adapting his physical form to counteract others mutant powers.
Sinister has also demonstrated certain telepathic powers in the past, including the ability to mentally paralyze a foe he’s touching and being able to withstand a psychic assault from Psylocke. He has also exhibited some minor telekinetic abilities, such as moving a small object or firing blasts of concussive force from his hands or from the diamond-shaped scarlet mark on his forehead.

I dont watch much cartoons anymore, but I remember watching X Men with an episode with Mr. Sinister in it, years ago. He was a beast with the telepathic powers.

If it was anyone else I'd vote Ras without a second thought but I'll have to go with Mr. Sinister.
I'm pretty confident Ras could take out a lot of the people who have been in this thread so far (with a degree of ease) but IMO he doesn't have what it takes to take Sinister down.

YEAH RIGHT!
This to me is a battle of two "underrateds". There's a saying, "Jack of all trades, but a master of none." Well, these two are Jacks of all trades and are masters of them. Which makes them dynamic, creative, expansive, calculating and compelling villains. Yet, they don't get "top billing". With Batman, it's always Joker, Joker, Joker and understandably so. But... what if Joker had to deal with Ras one-on-one? (If it hasn't already happened) I put that to those more knowledgeable about DC.

And from Cable came Stryfe, who was double-crossed by whom in "X-cutioners Song"? That's right kids.
With all his abilities that's been listed, the true magnitude of his abilities are 'still' unknown. They change to some degree in whatever series they write him into. However, for the most part, his telepathic and psychic abilities are nearly unmatched. 'Ultimate' Sinister had the ability to tell someone to kill themselves with a simple thought. Though, I'm not sure I favored the persona that was given him. He was out of his mind and not in a good way. However, I didn't see Prof X. putting a stop to his insanity. heh
Sinister is epitome of how a great villain should be, yet Marvel chooses to bring him into a storyline once in a blue moon, which is good because it only adds to the mystery that is Sinister, but it only keeps him relegated in that role when he deserves to better from time to time.
However, for comparisions sake and to judge them both on their intellectual facets as well as their knowledge of science, Sinister wins. He has more in-depth knowledge of science coupled with his expertice in the areas of genetic manipulation that Ras could only dream of, granted Ras knows his stuff. What a conversation these two would have.
If there was a debate between the two on Logic, I'd say it'd be a tie. Fighting. Well, I want to make the field as level as possible, so lets take away Sinister's telepathic and psychic abilities just to be fair to Ras.
Though he would do experiments on those he's defeated/captured, I think he'd actually have respect for Ras and focus on the Pits. Seeing how they have affected Ras, he'd find a contemporary and together share their knowledge over time.
WHOA! God help Batman and the X-Men if that were to ever happen!

Imperiex:
The embodiment of entropy, Imperiex takes the form of pure energy contained inside a humanoid set of armor, colossal in size. Imperiex is first mentioned in the Superman titles 2000, when Mongul, the son of the deceased villain of the same name, arrives on Earth saying Imperiex had destroyed Warworld and was heading for Earth. Mongul convinced Superman to help him fight Imperiex, and the two managed to apparently defeat it; however, it transpired that the "Imperiex" they had encountered was no more than a probe, whereas Imperiex Prime, leader of the Imperieces, was himself a much larger and more powerful being. He had detected imperfections in the fabric of the universe, and his ultimate plan was to destroy it and create a new, perfect one. To do so he headed for Earth, the planet which holds the Universe together, in order to destroy it and therefore induce a new Big Bang.
Before arriving to Earth, Imperiex erased countless other planets. Kalanor, Karna, and Daxam are three known planets destroyed in his cataclysmic campaign. Whole galaxies were also targeted for demolition as Imperiex Prime sought to fulfill his destructive destiny, obliterating one universe so that a new one would be born. After destroying Karna, Imperiex arrived at Almerac, the home of Maxima, and not only destroyed Almerac but Hollowed the whole galaxy. After this, the survivors of the dead worlds, Brainiac-13's Warworld, Apokolips and Earth formed a coalition (Darkseid as its commander) to fight against Imperiex Prime and his probes. Finally arriving to the Milky Way Galaxy, Imperiex started sending in numerous Imperiex-Probes. On Earth several of his machine-colony "Hollowers" destroyed Topeka, Kansas (as well as seven other places) when they began to dig into Earth to ready it for Imperiex's final demolition.
United States President Lex Luthor rallied other superheroes, the military of the U.S., and other countries such as Pokolistan together. Furthermore, Luthor had decided that Superman alone did not have enough power to lead a strike force, arranging for Doomsday to be released from captivity and brainwashed to see all Imperiex drones as Superman. Doomsday was outmatched and skeletonized, though Darkseid saved Superman from a similar fate.
