I hear ya. The way I write can seem more difficult than I actually mean. So sry bout that.
If I could summarize, I'd say edit together Akuma, M Bison, and
Blanka(hair only, color swap so that it is black hair instead).
And if that don't simplify it enough? Then just do whatever you want for me. haha..essentially I don't care as long as it's cool.

I'd like my character to be Light & Fast.
Specials
1. Pummel & Toss. My character punches with a strong mid, then a strong high, then throws the opponent to the other side of the screen; throw can only work when first two hits connect, if only one hit connects, it'll knock the opponent back a bit.
2. Mad Dash. My character dashes across the screen and tackles the opponent's legs, knocking them over me. Hits low, can only be blocked low or jumped over to avoid.
3. Fire Chain. A metal chain on fire is thrown at the opponent. Chain clangs as it moves, creates higher-pitched clang when it connects. Hits mid.
Supers
1. Rampage. My character runs up to opponent, grabs them, and slams them against the ground 5 times, then throws them up into the air, then delivers a roundhouse kick that sends them across the screen.
2. Chain Lash. I use a fiery chain as a whip and wave violently around my body in all directions, hitting high and mid, and low only in close range. If opponent is hit, they are stunned and cannot escape until attack ends.
3. Screen Swipe. Similar to Mad Dash, but faster, and done three times. First only hits low, second only hits mid, and third only hits high.
Hypers
1. Inferno Chains. Uses 2 bars. Throws five massive fiery chains at once, covering screen.
2. Breaking the Habit. Uses 3 bars. I run at the opponent, grab them, and proceed to slam them onto the ground, then proceed to jump onto their stomach and chest 3 times, then jump up high with fists lifted into the air, and bash them on opponent's head against ground. Causes severe damage.
How's this sound?

This site has a lot of sprites to choose from. If someone wants something as simple as a re-color done I can help them out. I doubt I'd be able to do any major editing. Let's try to alleviate things a bit for Vash and use a sprite from that or another site.

Alright. To post an image. First host it. I'd recommend imageshack.us or photobucket. Second. To post it, go into the reply page, and type < img src="img url here" > remove the spaces between the brackets. There ya have it. Oh yeah, and to Pred: I'm saying my character was originally that before I decided on SF styled sprites.

super one would be a series of ice columns that freezes the enemy on contact

Should work if you drag an animated GIF file into your editing program (or load the url in your program by File>>Open>>paste the URL>>ENTER and wait).
It should prompt you to choose the face layer, or to choose multiple layers. Choose multiple layer option. Then, it will pop up showing all the layers of the GIF in your image program. After that, you can just delete the other parts of the animation that you don't want.

Okay, this took me a long time but I hope that it pays off. I went through a site and looked at all of the animations they had to try and find something that some of you guys might be interested in. Some aren't exact matches, but if you can find someone to edit them I'm sure these could work. The names of the characters if not in the descriptions, can all be found in the URL of the link.

2) Counter into rapid strikes and roundhouse kick (Lasts one second and counter can allow projectiles to pass through)
Mid or high attacks from an opponent is countered (appearing like a block, but my character turns totally grey as mist surrounds him or rises from his feet), two quick punches come out, then a roundhouse kick.
3) Fast flip kick into fireball (Two hits)
Similar to my favorite KOF character, King.
After the flip kick, a fireball comes out. The fireball can still come out if the flip kick is blocked.
The fireball from this animation can be used and made red.
- Supers -
1) The same as the Fast flip kick into fireball, but there's two flip kicks and they are followed by three kicks and it's finished by a fireball
2) Air fireball assault (Can only be done in the air)
Ten fireballs are fired down at the opponent from the air.
3) Dash close up attack burst
Dash towards the opponent with a shoulder strike that drives the opponent across the screen and unleashes five attacks (mix of punches and kicks), then the last his is a fireball, then quickly dashes back across the screen.
- Hyper -
1) Counter, followed by a series of flip kicks that continue until both characters disappear high in the air and off the screen.
2) Dashes across the screen at opponent and does a long series of sliding sweeps that ends with a fireball.
3) Dashes across the screen with a long series of kicks, then jumps up and away into the air and finishes with a series of fireballs.

Also, with all the virus bs I'm dealing with, I totally forgot about my flash drives...oh, and the fact that I got 2-3wks of my graphics class left. I'm pretty much done with everything in the class this semester so, I'm gonna use those to edit up something cool, go to school and upload it. Ha!
