Looks like Bleed's HD Scorpion (only red). Scorpion was Bleed's first HD Mugen character before he started working on the HD MK1 for Mugen.

This MUGEN project was shut down by WB. It won't be released, but i think the creators still continue making it, maybe for a later use.

WB should hire this team, get the game completed and released to tide folks over until X is released and keep the MK name in the public conscious. It looks almost too good to be true.

The Mugen HD of MK1 was cancelled however Scorpion UMK3 HD was made prior to that. So Bleed had him almost ready while also working on the MK1 HD. I think HD UMK3 Scorpion was publicly released as someone said he downloaded him already. I couldn't find a link to download him though.

Personally, I'd tweak the colors a bit.

UMK3 Ermac had somewhat darker skin than the other palette swaps and the red on his outfit was actually more of a reddish-orange.

He's been awesome for a loong time. lol

Bottomline is: someone palette swapped Bleed's UMK3 Scorpion into light skin Ermac. But nothing else.

Maybe I should e-mail Bleed and ask for his HD UMK3 Scorpion.
