Game Informer released an article about what they want and do not want in MK9/MK2011. You can find it Here.
In my personal opinion, this is a really thin perspective of opinion and claimed knowledge. They show no thought or knowledge to the fact there are actually two Sub-Zeros and they demand that the unmasked version be thrown away.

IGN's kind of dense. So basically the want all the MK1-3 characters, and Quan Chi? Which are basically all the characters we were promised, and Quan Chi (who we're bound to have as DLC or something). And I can get not wanting Stryker, but they could easily make Sheeva less hideous, and tweaking her story would be pretty easy. Maybe make her a bit more connected to SIndel and we could see somethign interesting. I coudl go on, but this isn't the place for exposition. And they're hating on the ninjas? I could get hating them because they're useless but a lot of them have actually contributed to the story (Ermac, Reptile, Scorpion, Sub Zero). I don't know, maybe it's just cause I've never cared much for IGN, but this article strikes me as a bit annoying

I am literally offended by the inclusion of unmasked Sub-Zero.
I just hate it when big name websites do these sort of articles anyway because when you're a big game reviewer magazine or website like EGM, Game Informer, or IGN, you're in a position of psuedo-authority that makes it seem like you can speak for "the people" or that your opinion is somehow official.
And clearly these people do NOT speak for us or reflect the MK fanbase.

Never understood the beef with Stryker...I like shooting my opponent, that sweep, and his throw back then was a joy ride to watch. That combo where he elbows you a couple times, then uses the stick was no joke either. AND he threw bombs? Like I said, what's the beef with Stryker?
Understand Drahmin, but I'm curious about his back-story and hope they change his looks and moves around a bit if he shows up again.
Sheeva's always been an interesting character to me.
Although they are right, she's done nothing noteworthy.

I have no doubt that these guys seldom play Mortal Kombat. It's fine and dandy if they want to share their opinions, but the first place the MK Team should look for idea is right here on MKO.

He has no purpose plot-wise, no reason to be "evil," and one of the thinnest backstories ever!

I wasn't a huge fan of Sub-Zero when he had his mask off, but that was more stylistic. I just thought that outfit was retarded. It was black pants and really thick, blue suspenders. I preferred his MK4 unmasked (alternate) costume: he still looked like a ninja, you could just see his face.

They're entitled to their opinions on who they want and don't want back, I'll give them that. But to say that they never want to see palette swapping again...come on, they haven't done that since Trilogy. The characters have completely differentiated now. If they can't get over the fact that some characters started out as palette swaps, and still think of them as such, then they need to stop living in the past.

I agree with bringing back Baraka,Cyrax and quan chi. They shouldn't bring goro. I dont agree with "who we dont want" category at all..Stryker should be in it and I kinda want Drahmin in because he got a cool design (my opinion)

You forgot about Mortal Kombat Gold, a Dreamcast exclusive updated version of MK4. Baraka starred in that as well.
As mentioned before, IGN is entitled to their own opinions, however, they did so rather half-assed.
I agree on the "Wanted" list, other than Quan Chi. I like Quan Chi, he was a great addition and an interesting character, but I would want the Rebirth game to star characters only from the 3 first games. No post-MK Trilogy characters.
On the unwanted list, I find them to be unfair. Also as mentioned before, the former palette swap characters are now individual characters, both in design and storyline. I more or less agree on that they wish for Stryker not to return. He has no importance to the MK plotline -at all-. He is just an average Joe policeman who was suddenly dragged into this war between Outworld and Earthrealm. If they could improve on his storyline, I'd have no problem with having him return, because I do like Stryker as a character... he just doesn't fit in. I feel the same with Nightwolf, actually, but that's a different story.
Sheeva... that's a tough one. I do like the fact that we see a female Shokan in action, but she lacks uniqueness. Her being the bodyguard of Sindel was but a minor role and it didn't seem to have any importance to the storyline what-so-ever. It would be nice to see what Sheeva's thoughts on Kitana trying to convince her mother to defend Edenia instead of being with Shao Kahn...
Would Sheeva attack Kitana and try and prevent her from getting to Sindel like in her original storyline? Or would she follow Sindel even after she joined her daughter and became the queen of Edenia once more, maybe motivated by the fact that Shao Kahn appointed Motaro to be his new general? To me it just sounded like she became obsolete and then was killed without getting a chance to develop.
Maybe IGN will change their minds after the game's release.
