I think Chrome was trying to be funny, suggesting Shang looks too much like Vandal.

Chrome is, after all, never happy with the character designs. If he had his way, every single character would be dressed in giant robes, with full, heavy suits of accurate, historical ancient Chinese armor over top. Have you seen his artwork? It's like the man doesn't know what "fiction" is, or realize the series takes place in the present day.
