Yup, Pred xtactics is right, its a numerical measurement of the time it takes data to travel from one point to another.
The lower the better for online gaming, or you get lag which makes things happen a second or so slower than they should, which means if you are playing a game like unreal tournament, you will end up shooting where a person was standing a moment earlier rather than shooting them where they actually stand for example.
