Much like Ermac is empowered by his amulet but it's still considered legal, I'm going with Quan Chi and the amulet. To me, Shang Tsung never came off as powerful character whereas Quan Chi has been beating people down since his earliest appearances. Pretty much all of the post-MK3 story revolves around Quan Chi and wouldn't be happening without him, every bit of MK mythos describes Quan Chi as being a very powerful character (Hence why he's such a threat and how he can keep Scorpion at bay.), he beat the crap out of Shang Tsung in their only fight, and, most importantly, John Vogel has said that Quan Chi is more powerful than Shang Tsung as so many people before me have pointed out.
My vote, though I hate to say it, is with Quan Chi.
Ermac doesn't have an amulet, he wears the green jewels that help his powers.
Not to go off topic but Ermac's powers aren't all from his jewels that he wears in MKD and MKA, ermac's souls of all the warriors merged into one give him his power as well.The jewels only increase it more or less.
