Michael C Hall for Raiden. Particularly, Dark Raiden.
Not a martial artist, but he's a fantastic actor for the role of Dark Raiden. As long as they don't get all lost in the "mortal kombat jargen", and just let the guy talk normal//act the role normal, he'd be perfect.
